O Princípio da Isonomia no Regime Diferenciado de Contratações Públicas – RDC

RESUMO

O presente artigo tem por finalidade abordar o avanço da integração entre regras e princípios na Lei 12.462/2011 que instituiu o REGIME DIFERENCIADO DE CONTRATAÇÕES PÚBLICAS – RDC, o qual teve por objetivo inicial propiciar meios mais céleres de contratação pública para os eventos conquistados pelo Brasil em 2007 e 2009, JOGOS OLÍMPICOS 2016 e COPA DO MUNDO 2014. A pesquisa buscou enfatizar os avanços dessa integração em favor do interesse público, além de apontar os aspectos positivos de inclusão e sustentabilidade do cidadão e da empresa em decorrência da nova norma. A importância do RDC hoje na seara das licitações como uma prévia de uma nova norma geral a regular o tema e revisar a lei 8.666/1993 foi comprovada no momento em que foram incluídas em tal sistema as contratações na saúde, educação e PAC (programa de aceleração do crescimento).

ABSTRACT

This article aims to address the progress of integration between rules and principles in the Act that established the 12.462/2011 DIFFERENTIAL TREATMENT OF PÚBLICS CONTRACTS, which aimed to provide means quicker initial procurement for events won by Brazil in 2007 and 2009, OLYMPIC GAMES 2016 and WORLD CUP 2014. The research sought to emphasize the progress of this integration in the public interest, in addition to pointing out the positive aspects of inclusion and sustainability of the citizen and the company as a result of the new standard. The importance of the DRC today on the likes of licitations as a preview of a new general legislation regulating the issue and revise the law 8.666/1993 was proven at the time were included in such a system hiring in health, education and PAC (program acceleration of growth).
