DA POLÍCIA À POLÍTICA: MÍDIA, ATO INFRACIONAL E RESPONSABILIDADE PENAL NO BRASIL

Da mídia à política, temas como redução da maioridade penal e aumento do prazo de internação de adolescentes intercalam períodos de grande publicização, com outros de relativo esquecimento. Este trabalho tem por objetivo analisar, primeiramente através de pesquisa exploratória na bibliografia especializada, as relações entre jornalismo, política e crime, no intuito de compreender de que maneira a cobertura do crime reverte-se ela própria em ação política. Em um segundo momento, parte-se para a análise das edições informativas do jornal Folha de S. Paulo, que tiveram como temática de fundo as iniciativas legislativas destinadas a lidar com a problemática do ato infracional. Os resultados mostram que há um deslizamento na cobertura jornalística da investigação policial às propostas de alteração da Lei e da Constituição, fazendo com que o jornal adote uma posição política facilmente detectada na maneira como os argumentos são publicizados, modificando-se parcialmente entre um período e outro da análise.

ABSTRACT From mass media to politics, issues such as reduction of the age of criminal responsibility and increasing juvenile detention term intersperse periods of great publicity, with other of relative oblivion. This paper aims to examine, firstly through exploratory research in the relevant literature, the relationship between journalism, politics and crime in order to understand how the crime coverage reverts itself into political action. In a second step, we proceed to the analysis of the informative news in the editions of the newspaper Folha de S. Paulo, which had as background theme the legislative initiatives to deal with the problem of young delinquency. The results show that there is a slip on media coverage from the police investigation to the bills proposing amendments to the Law and to the Constitution, resulting in an adoption, by the newspaper, of a political position easily detected in the way the arguments are publicized, being modified in part from one to other period of the analysis.
