A UTILIZAÇÃO DA CONTRIBUIÇÃO DE MELHORIA COMO MECANISMO DE RECUPERAÇÃO AMBIENTAL DE IGARAPÉS NAS ÁREAS URBANAS DE MANAUS/AM

Resumo

RESUMO

O objetivo desta pesquisa foi o de analisar o tributo “Contribuição de Melhoria” e verificar se, dentre as espécies tributárias vinculadas, ele poderia ser utilizado no combate à degradação ambiental de Igarapés nas áreas urbanas do município de Manaus/AM. A metodologia utilizada na pesquisa foi a do método dedutivo; quantos aos meios a pesquisa foi a bibliográfica e quanto aos fins, qualitativa. A conclusão a que se chegou foi a de que a Contribuição de melhoria, em virtude de sua característica de vincular a receita à despesa, pode ser um mecanismo importante para o combate à degradação ambiental, devendo o Poder público Municipal desenvolver políticas Públicas e de governo para viabilizar a produção de norma jurídica com os requisitos necessários à essa proteção.

ABSTRACT

The objective of this research was to analyze the "Contribution of Improvement" tribute and to verify if among the related tributary species it could be used to combat the environmental degradation of Igarapés in the urban areas of the city of Manaus/AM. The methodology used in the research was the deductive method; how much to the means the research was the bibliographic and as to the ends, qualitative. The conclusion reached was that the Improvement Contribution, by virtue of its characteristic of linking revenue to expenditure, can be an important mechanism for combating environmental degradation, environmental degradation, and the Municipal Public Power should develop public and government policies to enable the production of legal norm with the necessary requirements for such protection.
