O presente estudo visa investigar se é válida a decisão do Senado que afastou a pena de inabilitação para o exercício de cargo público no impedimento da Presidente da República em 2016, qualificando-a como anistia, bem como quais são os efeitos da decisão que reconhecerá a inconstitucionalidade deste perdão.

ABSTRACT
