O presente trabalho tem por objetivo evidenciar a necessidade de uma reflexão voltada para as relações do Estado consigo mesmo, especificamente a relação mantida com as pessoas que o controlam em caráter funcional, sendo possível a percepção da sujeição do Estado em níveis alarmantes, a seus funcionários ou agentes públicos comissionados que compõem o contingente necessário à condução da máquina estatal, na consecução de suas funções básicas, tornando-o refém de idiossincrasias que resultam, via de regra, na ineficiência da administração pública, descambando muitas vezes para a imoralidade administrativa com prejuízos irreparáveis à Sociedade e à própria função primordial do Estado, qual seja, a organização da vida em sociedade, condição essencial da pessoa humana.

ABSTRACT

This paper aims to highlight the need for reflection focused on the relations of the state with itself, specifically the relationship maintained with the people who control functional character, the perception of the subjection of the state at an alarming rate being possible, its employees or agents commissioned public that make up the quota needed for the conduct of the state machine, in achieving its basic functions, making it hostage to idiosyncrasies that result, as a rule, the inefficient public administration, often slipping into the administrative immorality with irreparable damage to the Company and the primary function of the state itself, which is damage, the organization of society, an essential condition of the human person.
