RESUMO

O conceito de cidadania contém a idéia de participação integral na vida da sociedade, o que pressupõe a inclusão do indivíduo na vida social. O fundamento da inclusão está no valor constitucional da solidariedade, sendo, esta, a seu turno, o elemento de união entre os indivíduos que compõem e formam a sociedade. A exclusão de parcela da sociedade do processo social, da vida social, fortalece o surgimento de um contra discurso marginal e contraposto, que conduz ao conflito permanente e aberto dentro da sociedade, comprometendo a estabilidade das relações e da vida em comum. É interesse da sociedade a inclusão de seus membros, compartilhando e assegurando um mínimo vital digno, além do simples sobreviver, para manter a união e obstar o esgarçamento das relações e o estiolamento dos valores sociais vigentes, gerador da sua desagregação, que ameaça, assim, a sobrevivência. A inclusão na sociedade é um direito fundamental do indivíduo, direta e imediatamente, existindo em si, mas, além disto, é pressuposto material para o exercício e fruição de todos os outros direitos. Através da inclusão se constrói o valor e a idéia de pertencimento, porque só se sentindo integrante da sociedade, o indivíduo pode assumir seus deveres e exercer seus direitos.

ABSTRACT

The concept of citizenship contains the idea of integral participation on the life of the society, which presupposes the integration of the individual in social life. The fundaments of this integration is on the constitutional value of solidarity, with it being in its turn, the element of union between the individuals which composes and form the society. The exclusion of the portion of the society from the social process and the social life, strengthens the appearance of a opposite marginal counter discourse, which leads to the permanent and open conflict inside the society, compromising the stability of the relationships and of the life in common. The inclusion of its members is among the society’s best interests, sharing and assuring a worthy vital minimum, besides the simple will to survive, to maintain the lien and inhibit the shredding of the relations and the applicable social values, which in its turn generates the unbinding, which threatens the survival. The integration on society is every individual fundamental right, direct and immediately, existing in itself, but, besides that, is a material presumption for the exercise and fruition of all other rights. Through the integration the values and ideas of belonging can be built, because only by feeling like you belong in the society, the individual can reclaim its duties and enforce its rights.
