ANÁLISE DO PROUNI COMO POLÍTICA PÚBLICA AFIRMATIVA

O presente artigo trata da descrição, análise jurídica e política do Programa Universidade Para Todos, criado pelo Governo Federal em 2004. O PROUNI é um Programa de acesso ao ensino superior para pessoas que tenham renda per capita familiar de até três salários mínimos. A análise do PROUNI abrange o levantamento de dados governamentais e os concernentes à política no âmbito local, por meio da realização da pesquisa documental em duas Instituições de Ensino Superior sobre os ingressantes de 2005 a 2012. Verificou-se o acesso, o desempenho acadêmico, o custo de oportunidade e a evasão do Programa, a fim de analisar a sua eficácia. A preocupação do artigo perpassa, também, pela busca dos resultados das políticas afirmativas étnicas inclusas nas políticas afirmativas socioeconômicas.

ABSTRACT

This article refers to description, legal analysis and policy of the Program University Program For All-PROUNI, created by the Federal Government in 2004. The PROUNI is a program that allows an access for low-income people - family income in a maximum of three minimum wages - to higher education. The PROUNI analysis includes a survey of government data and the policy related to the local level, through the realization of documentary research in two higher education institutions, regarding the students who started the University from 2005 to 2012. The aim is to verify the access, the academic performance, the opportunity cost and the program evasion in order to analyze its effectiveness. The concern of this article is also searching the results of ethnic affirmative action policies included in socioeconomic affirmative policies. The paper is organized into items: the first deals with the description of PROUNI; the second addresses the legal support of fundamental rights, of affirmative policies and of discussion of ADI Nº 3330/2004; the third shows national data registered by the Ministry of Education; and the fourth shows the data of the local research held in two IES of higher education.
