CIDADANIA E SEGURANÇA PÚBLICA: APONTAMENTOS SOBRE A POLÍCIA QUE QUEREMOS

Este estudo tem por objetivo apresentar o contexto histórico do surgimento da instituição policial no Brasil, bem como da nova filosofia de polícia cidadã, que nos leva à polícia que queremos, como mecanismo de controle social externo na defesa dos direitos fundamentais do cidadão. A metodologia da pesquisa utilizada foi a do método dedutivo. Quanto aos meios a pesquisa foi bibliográfica, com uso de livros, artigos publicados em revistas científicas e jornais eletrônicos; quanto aos fins a pesquisa foi qualitativa. Concluiu-se que se iniciou uma mudança de paradigma de uma polícia tradicional, mais voltada à repressão e pouco eficiente na inibição de crimes, para uma polícia que queremos, qual seja: polícia cidadã, cujo fim é corresponder às necessidades sociais de maneira mais humana e eficiente, problematizando a segurança, discutindo sua complexidade e dividindo as responsabilidades com a comunidade, fazendo compreender de fato a previsão constitucional que diz que segurança pública é dever do Estado e responsabilidade de todos.

ABSTRACT

This study aims to present the historical context of the emergence of the police institution in Brazil, as well as the new philosophy of citizen police, which leads us to the police we want, as an external social control mechanism in the defense of the fundamental rights of the citizen. The research methodology used was the deductive method. As for the means, the research was bibliographic, using books, articles published in scientific magazines and electronic newspapers; as for the purposes, the research was qualitative. It was concluded that a paradigm shift started from a traditional police, more focused on repression and less efficient in inhibiting crimes, for a police we want, namely: citizen police, whose aim is to respond to social needs in a more humane way. and efficient, problematizing security, discussing its complexity and sharing responsibilities with the community, making it really understand the constitutional provision that says public security is the duty of the State and the responsibility of all.
