OS DIREITOS HUMANOS NA DIPLOMACIA DA SAÚDE: AS LIÇÕES TRAZIDAS DA COOPERAÇÃO INTERNACIONAL NO COMBATE AO HIV/AIDS PARA O ENFRENTAMENTO À COVID-19

RESUMO

Objetivo: a pesquisa justifica-se pelo estado da arte da temática em questão estar sendo revisitada em tempos pandêmicos e a necessidade de produção científica na área ainda em construção dos Direitos Humanos globais à saúde. Dentro dessa análise, o objetivo do artigo visa compreender em que medida a diplomacia da saúde e a cooperação internacional contribuem para a consolidação do direito humano à saúde e para o combate a pandemias como a Covid-19.

Metodologia: foram adotados como procedimentos metodológicos a revisão bibliográfica e documental do tema, assim como os métodos descritivo e exploratório para delinear as características dos fenômenos trabalhados.

Resultados: os resultados alcançados pela pesquisa indicam que a agenda de cooperação trouxe visibilidade e protagonismo internacional brasileiro na resposta ao HIV/Aids e demonstrou, mesmo com momentos de inflexão na política doméstica, que a cooperação internacional é um importante instrumento para o Brasil e os demais países lidarem com o combate a disseminação de pandemias.

Contribuições: o avanço na comunicação e os problemas provenientes do período pós-guerra trouxeram cada vez mais discussões sobre os temas de saúde no contexto político, mormente no âmbito internacional, onde as ações humanitárias e diplomáticas foram se intensificando e a cooperação em saúde foi fundamental na criação de alianças e a consolidação do direito à saúde no mundo globalizado. O surgimento de doenças capazes de colocar as nações em risco, como a epidemia de HIV/Aids e, mais recentemente, a pandemia da Sars-Cov-2, aumentou as negociações internacionais, deflagrando-se o campo da diplomacia da saúde como uma ferramenta importante nas políticas internacionais. Nesse sentido, a principal contribuição desta pesquisa está na resposta a esse novo processo que trouxe avanços para questões como o direito à saúde, igualdade de gênero, sistemas de informação em saúde, plataformas de prestação de serviços, acesso a produtos básicos, segurança e proteção social, sendo, portanto, um elemento fundamental para o desenvolvimento global.

ABSTRACT

Objective: the research is justified by the state of the art of the subject in question being revisited in pandemic times and the need for scientific production in the area still under construction of global human rights to health. Within this analysis, the objective of the article aims to understand the extent to which health diplomacy and international cooperation contribute to the consolidation of the human right to health and to the fight against pandemics such as Covid-19.

Methodology: the bibliographical and documentary review of the theme was adopted as methodological procedures, as well as the descriptive and exploratory methods to outline the characteristics of the phenomena worked on.

Results: the results achieved by the research indicate that the cooperation agenda brought visibility and international importance to the Brazilian response to HIV/AIDS and demonstrated, even with moments of inflection in domestic politics, that international cooperation is an important instrument for Brazil and other countries deal with combating the spread of pandemics.

Contributions: the advancement in communication and the problems arising from the post-war period brought more and more discussions on health issues in the political context, especially in the international sphere, where humanitarian and diplomatic actions were intensified and cooperation in health was fundamental in the creation of alliances and the consolidation of the right to health in the globalized world. The emergence of diseases capable of putting nations at risk, such as the HIV / AIDS epidemic and, more recently, the Sars-Cov-2 pandemic, has increased international negotiations, triggering the field of health diplomacy as a tool important in international politics. In this sense, the main contribution of this research is in the response to this new process that has brought advances to issues such as the right to health, gender equality, health information systems, service delivery platforms, access to basic products, security and protection Therefore, it is a fundamental element for global development.
