O ESTADO COMO AGENTE DE FOMENTO NO ATENDIMENTO DA FUNÇÃO SOCIAL NO AMBIENTE URBANO: A UTILIZAÇÃO DE ENERGIAS LIMPAS EM VEÍCULOS AUTOMOTORES

RESUMO

Este artigo traz reflexões sobre a importância de políticas públicas objetivando o controle de emissões de agentes poluidores no ar no ambiente urbano. Aborda-se quais os problemas causados pela poluição do ar decorrente da circulação de veículos no ambiente urbano. Aponta-se a existência de tecnologia hábil a promover o bem-estar mediante a melhoria da qualidade do ar. Nesta perspectiva, indaga-se em que medida, o Estado, como agente normativo e regulador promoverá políticas públicas que servirão de indicativo a atividade empresarial na preservação da qualidade do ar? Diante de tais políticas, quais são os deveres e responsabilidade da iniciativa privada, em especial o empresário? Por fim aborda-se a importância do fomento e do agir com responsabilidade no trato da política ambiental com o atendimento da função social da cidade e da empresa.

ABSTRACT

This article reflects on the importance of public policies aiming to control emissions of pollutants in the air in the urban environment. It addresses the problems caused by air pollution from the circulation of vehicles in the urban environment. The existence of technology capable of promoting social well-being is emphasized, through the improvement of air quality. In this perspective, it is questioned to what extent, the State, as normative and regulating agent will promote public policies that will serve as indicative the business activity in the preservation of the quality of the air? In the face of such policies, what are the duties and responsibilities of private , especially the entrepreneur? Finally, we discuss the importance of promoting and acting responsibly in the treatment of environmental policy with the attendance of the social function of the city and the company.
