TRANSPARÊNCIA, LIDERANÇA E PARTICIPAÇÃO SOCIAL NO BRASIL: OS DESAFIOS DA GOVERNANÇA PÚBLICA

Resumo


Captar a percepção sobre a transparência, a liderança e a participação social no processo de tomada de decisões das políticas no Brasil é o objetivo deste artigo. Foram aplicados um questionário com 19 perguntas e extraídas, para a análise deste artigo, três questões fechadas e três questões abertas, totalizando assim, as 162 respostas. Com relação ao nível de transparência na governança pública no Brasil, 17,9% dos respondentes consideram muito baixo; 28,6% baixo; 42,8% médio; e, 10,7% alto. Com relação ao nível de controle (e empoderamento social) das políticas públicas, 21,4% consideram muito baixo; 53,6% baixo; 21,4% médio; e, 3,6% alto. No que tange à promoção da liberdade de expressão, de associação e de imprensa livre, 25% dos respondentes consideram muito baixo; 35,7% baixo; 28,6% médio; 10,7% alto e 0% muito alto. Portanto, os resultados da pesquisa apontam que, no âmbito da governança pública, ainda persistem desafios imprescindíveis e capazes de melhorar todo o processo de administração e políticas públicas no Brasil. Assim, é urgente criar novos ambientes propícios para estimular novas discussões sobre a transparência pública, a liderança transformacional e a participação social no processo de tomada de decisões com relação às políticas pública no Brasil.
