LA BASURA ESPACIAL COMO AMENAZA Y LA SECURITIZACIÓN DEL ESPACIO EXTERIOR
Resumo
Objetivo: El presente artículo tiene como finalidad de concientizar sobre las reales dimensiones del problema de la basura espacial y la necesidad de robustecer la regulación existente, en beneficio de la protección de las redes satelitales y de la sociedad contemporánea.
Métodos: La metodología se basó en aplicar los elementos fundamentales de la teoría de securitización a la problemática de la basura en órbita, consignándola como amenaza existencial a las redes satelitales.
Resultados: Mediante la aplicación de la teoría de securitización, se lograron identificar: actor securitizante; audiencias; discurso; actores funcionales; para finalizar proponiendo medidas extraordinarias, que permitan a las autoridades vigorizar la regulación espacial y mitigar las proyecciones del fenómeno.
Conclusión: De no existir una acción concreta y decidida, por parte de los tomadores de decisiones, las redes satelitales colapsarían frente a los riesgos en aumento, producidos por los desechos en el espacio, viendo amenazada su existencia como elementos fundamentales de la infraestructura crítica de la sociedad moderna.

RESUMO
Objetivo: O objetivo do seguinte artigo é promover a consciência das dimensões reais do problema do lixo espacial e da necessidade de fortalecer a regulamentação existente para proteger as redes de satélites e a sociedade contemporânea.
Métodos: A metodologia foi baseada na aplicação dos elementos fundamentais da teoria da securitização ao problema dos detritos em órbita como uma ameaça existencial às redes de satélites.
Resultados: Através da aplicação da teoria da securitização, foi possível identificar: ator securitizante; público; discurso; atores funcionais; para concluir propondo medidas extraordinárias que permitissem às autoridades revigorar a regulamentação espacial e mitigar as projeções do fenômeno.
Conclusão: Na ausência de uma ação concreta e decisiva por parte dos tomadores de decisão, as redes de satélites poderiam entrar em colapso diante dos riscos crescentes produzidos pelos detritos espaciais, ameaçando sua existência como elementos fundamentais da infraestrutura crítica da sociedade moderna.

ABSTRACT
Objective: The purpose of the following paper is to raise awareness about the real dimensions of the space debris problem and the need to strengthen the current law, in benefit of the protection of satellite networks and modern society.
Methods: the methodology was based on the application of the key elements from the securitization theory, regarding the space debris dilemma, stating it as an existential threat to the satellite networks.
Results: Through the application of the securitization theory, it was possible to identify the securitizing actor; the audience; the speech act; the functional actors; to conclude with extraordinary measures, to allow the authorities to invigorate the space law and to mitigate the projections of the phenomenon.
Conclusions: given the lack of a determined and specific action from the decision makers, the satellite networks might collapse because of the increasing risks resulting from the space junk, considering its existence threatened as fundamental elements of the critical infrastructure of modern society.
