OPTIMIZING VILLAGE SELF-SUFFICIENCY THROUGH SYSTEM DYNAMICS: POLICY SCENARIO SIMULATIONS FROM BENGKALIS REGENCY, INDONESIA

Resumen


Village self-sufficiency remains a primary challenge for villages across Indonesia, particularly in coastal areas such as Bengkalis Regency. Supra-village governments have implemented various policy interventions, but they have not yet succeeded in achieving village self-sufficiency. This study explores the dynamics of village autonomy systems and conducts policy scenario simulations to determine leverage points for village self-sufficiency. The research employs a case study approach in Sungai Nibung Village, utilising system dynamics methodology and collecting data through interviews, observations, and focus group discussions. The findings reveal that, structurally, the village autonomy system exhibits a reinforcing causal loop diagram, resulting in exponential growth behaviour over time, albeit slowed due to suboptimal performance in the social, economic, environmental, and village governance dimensions. Meanwhile, scenario simulation results indicate that the highest leverage for accelerating village self-sufficiency lies in interventions targeting the public service subsystem, village governance subsystem, and enhancement of village-generated revenue. This study provides reinforcement for the application of the subsidiarity principle concept in village governance in Indonesia, as village government represents the closest governmental level to communities for delivering effective and efficient public services.
