Discurso de defesa nacional na Amazônia e defesa do discurso sobre a Amazônia: papel das forças armadas

RESUMO

A relação entre o conceito de segurança e o papel das Forças Armadas na Amazônia é o foco central deste artigo. Defende-se uma ampliação de conceito que se preocupe em colocar no mesmo nível de prioridades inseguranças territoriais, humanas e ambientais, sem que isso signifique mudança na estratégia e políticas de defesa para a região. As preocupações com o incremento da presença estatal e com a não-militarização da resposta aos problemas mais prementes dessa região informam a análise sobre a diferença entre ampliação de conceito e revisão da missão do Exército. O debate pós-moderno sobre o referente da segurança e uma avaliação sobre a Estratégia Nacional de Defesa, publicada recentemente, localizam a discussão em perspectiva com as reflexões atuais sobre o campo da Segurança Internacional e das estratégias de segurança nacional brasileira.

ABSTRACT

The article focuses on the relationship between the concept of security and the role of the Brazilian Armed Forces in the Amazon region. It sides with the defenders of a wide concept, which seek to place in the same priority level concerns of territorial, human and environmental security. This should note mean, the argument goes, a substantive change in the defense policy and strategy for the region. The difference between changing the security approach and changing the army’s mission provides the basis for defending an increased state presence in the Amazon as the best way to address other insecurities, beyond the territorial one. The post-modern debate on security’s referent and a brief analysis on the National Defense Strategy, recently published, contribute to locate the focus of the article in relation to current debates on the field of International Security and on Brazil’s construction of a discourse on national security.
