DO TRABALHO DAS PESSOAS COM DEFICIÊNCIA: NADA SOBRE NÓS, SEM NÓS

RESUMO

Segundo a ONU atualmente há cerca de um bilhão de pessoas com deficiência no mundo, das quais 25 milhões, segundo a OMS, vivem no Brasil. Sendo “a maior minoria” do mundo, este grupo de pessoas merece um olhar mais atento e inclusivo. O famoso lema “nada sobre nós, sem nós”, mundialmente adotado desde os anos 80, traz em sua essência o ideal de participação plena das pessoas com deficiência em todas as decisões a elas relativas. O lema comunica a ideia de que nenhuma política deveria ser decidida por nenhum representante sem a plena e direta participação dos membros do grupo atingido por essa política. Neste sentido, o presente estudo bibliográfico de base doutrinária e legislativa, sob o método dedutivo-quantitativo, tem o objetivo de expor a reflexão de que é preciso que todos compreendam que este ser humano não é vítima, nem heroi, apenas é diferente, porque a sociedade é deficiente, ou seja, não foi criada por/para pessoas com deficiência, o que limita muitas ações, apesar da capacitação e aptidão. No horizonte desses pressupostos, torna-se evidente que a interseção de vulnerabilidades deve ser observada pelas políticas públicas, pois, emprego produtivo e trabalho decente são elementos-chave para se alcançar uma globalização justa com redução das barreiras arquitetônicas e atitudinais que ainda não foram superadas apenas com a edição de normas legais. São as normas morais que devem ser “reeditadas”.

ABSTRACT

According to the UN, there are currently around one billion people with disabilities worldwide, of whom 25 million live in Brazil, according to the WHO. Being the "largest minority" in the world, this group of people deserves a more attentive and inclusive look. The famous motto "nothing about us, without us", adopted worldwide since the 80s, brings in its essence the ideal of full participation of people with disabilities in all decisions related to them. The motto conveys the idea that no policy should be decided by any representative without the full and direct participation of the members of the group affected by that policy. In this sense, the present bibliographical study of doctrinal and legislative basis, under the deductivequantitative method, has the objective of exposing the reflection that it is necessary for all to understand that this human being is not a victim, not a hero, is only different, because The society is deficient, that is, it was not created by / for people with disabilities, which limits many actions, despite the qualification and aptitude. On the horizon of these assumptions, it is clear that the intersection of vulnerabilities must be observed by public policies, since productive employment and decent work are key elements for achieving a fair globalization with reduction of architectural and attitudinal barriers that have not yet been overcome Only with the edition of legal norms. It is the moral norms that must be "reissued".
