MOTIVAÇÃO DO SERVIÇO PÚBLICO: INFLUÊNCIAS SOBRE O AJUSTE INDIVÍDUO-ORGANIZAÇÃO E O COMPORTAMENTO DE CIDADANIA ORGANIZACIONAL

Resumen


RESUMO

Propósito: Fundamentado em um framework teórico, este estudo teve por objetivo analisar as influências da Motivação do Serviço Público (MSP) sobre o Ajuste Indivíduo-Organização (P-O Fit) e o Comportamento de Cidadania Organizacional (CCO) na perspectiva de servidores públicos brasileiros atuantes em instituições federais de ensino.

Estrutura Teórica: A realização de consultas à produção científica internacional relativa à MSP, P-O Fit e CCO foi fundamental para o estabelecimento do framework de análise.

Metodologia: Realizou-se uma pesquisa exploratória quantitativa aplicada junto a 815 servidores públicos, operacionalizada por meio uma survey e utilização da modelagem de equações estruturais para análise.

Resultados: Foram aceitas as hipóteses de que a MSP influencia positivamente o P-O Fit, de que a MSP influencia positivamente o CCO e de que o P-O Fit influencia positivamente o CCO. Além disso, confirmou-se a hipótese de que a influência positiva da MSP sobre o CCO, além de direta, é também indireta e mediada parcialmente pelo P-O Fit.

Implicações práticas: Os resultados indicam que os indivíduos motivados para o serviço público tendem a ser compatíveis com sua organização no que tange à congruência de valores e estão inclinados à manifestação do comportamento de cidadania organizacional.

Originalidade: O artigo expande a compreensão da MSP no contexto brasileiro, explorando suas influências sobre percepções e comportamentos considerados profícuos às organizações públicas.

ABSTRACT

Purpose: Based on a theoretical framework, this study aimed to analyze the influences of Public Service Motivation (PSM) on Person-Organization Fit (P-O Fit) and Organizational Citizenship Behavior (OCB) from the perspective of Brazilian public servants working in federal educational institutions.

Theoretical Framework: Consulting international scientific literature on PSM, P-O Fit, and OCB was essential for establishing the analysis framework.

Methodology: An exploratory quantitative study was conducted with 815 public servants, operationalized through a survey and using structural equation modeling for analysis.

Findings: The hypotheses that PSM positively influences P-O Fit, that PSM positively influences OCB, and that P-O Fit positively influences OCB were accepted. In addition, the hypothesis that the positive influence of PSM on OCB, in addition to being direct, is also indirect and partially mediated by P-O Fit was confirmed.

Practical implications: The results indicate that individuals motivated for public service tend to be compatible with their organization in terms of value congruence and are inclined to demonstrate organizational citizenship behavior.

Originality: The article expands the understanding of MSP in the Brazilian context, exploring its influences on perceptions and behaviors considered beneficial to public organizations.

RESUMEN

Propósito: A partir de un marco teórico, este estudio tuvo como objetivo analizar las influencias de la Motivación del Servicio Público (MSP) en el Ajuste individuo-organización (P-O Fit) y en el Comportamiento de ciudadanía organizacional (CCO) desde la perspectiva de los servidores públicos brasileños que trabajan en instituciones educativas federales.

Estructura Teórica: La consulta de la producción científica internacional sobre MSP, P-O Fit y CCO fue fundamental para establecer el marco de análisis.

Metodología: Se realizó una investigación exploratoria cuantitativa con 815 servidores públicos, operacionalizada a través de una encuesta y el uso de modelos de ecuaciones estructurales para el análisis.

Resultados: Se aceptaron las hipótesis de que MSP influye positivamente en P-O Fit, que MSP influye positivamente en CCO y que P-O Fit influye positivamente en CCO. Además, se confirmó la hipótesis de que la influencia positiva de MSP sobre CCO, además de ser directa, también es indirecta y parcialmente mediada por P-O Fit.

Implicaciones prácticas: Los resultados indican que los individuos motivados por el servicio público tienden a ser compatibles con su organización en términos de congruencia de valores y se inclinan a demostrar un comportamiento de ciudadanía organizacional.

Originalidad: El artículo amplía la comprensión de la MSP en el contexto brasileño, explorando sus influencias en las percepciones y comportamientos considerados beneficiosos para las organizaciones públicas.
