RESUMO

O uso diferenciado do meio ambiente acarreta conflitos globais. O problema gera a institucionalização de arenas de diálogo internacional. Procurou-se compreender o processo de formulação de políticas e a estruturação de diretrizes internacionais no nível doméstico. Apresentou-se a questão da ação coletiva, o debate sobre os regimes internacionais e a questão da heterogeneidade de atores, percebendo a sua importância e a necessidade de se discutir suas implicações e consequências para as negociações políticas. Percebeu-se a necessidade de incluir as questões locais no debate internacional e a importância dos regimes internacionais.

ABSTRACT

The different use of the environment causes global conflicts. The problem generates the institutionalization of international arenas for dialogue. The paper sought to understand the process of policymaking and the structuring of international guidelines on the domestic level. We also presented the collective action problem, the discussion about international regimes and the problem of the heterogeneity of actors. We realized its importance and the urge to discuss its implications and consequences for political negotiations. It was perceived the necessity to include local issues in the international debate and the importance of international regimes.
