Risco, incerteza e governança global em relação a AIDS

RESUMO

Segundo Ulrich Beck, estamos vivendo em uma Sociedade de Risco. Segundo o autor o processo de industrialização da primeira modernidade, ou seja, da sociedade industrial clássica, trouxe na segunda modernidade  –  contexto atual  – riscos que escapam ao controle tanto da ciência como das instituições sociais. Esses riscos tornam-se assim ameaças tanto para as pessoas como para o meio ambiente. Um desses riscos são as doenças epidêmicas, que pelo seu rápido alastramento e a incerteza científica quanto às mesmas, geraram um profundo medo quanto ao futuro da população mundial. Uma dessas doenças é a AIDS. Assim, tem se observado a influência dos riscos no processo de construção da Governança Global na área da saúde.

ABSTRACT

According to Ulrich Beck, we are living in a Risk Society. As the author the process of industrialization of first modernity, that is, of the classic industrial society, brought in the second modernity - current context - risks that escape in such a way to the control of the science as of the social institutions. These risks in such a way become thus threats for the people as for the environment. One of these risks is the epidemic illnesses, that for its fast spread and the scientific uncertainty about the same, they had generated a deep fear how much to the future of the world-wide population. One of these illnesses is the AIDS. Thus, it has observed the influence of the risks in the process of construction of the Global Governance in  the area of the health.
