BRASIL E A ZOPACAS: PROJEÇÃO DE PODER OU COOPERAÇÃO ESTRATÉGICA?

O presente artigo busca analisar o papel do Brasil na Zona de Paz e Cooperação do Atlântico Sul (ZOPACAS)  para observar os interesses nacionais no Atlântico Sul.  O trabalho baseara-se no estreitamento dos países litorâneos do Atlântico Sul nos últimos dez anos, baseados na Estratégia Nacional de Defesa (END), Livro Branco de Defesa (LBDN) e a Política Nacional de Defesa (PND). Com o objetivo de estabelecer uma zona
não militarizada por parte de Estados externos e a não proliferação nuclear, ademais das ameaças não estatais a segurança, ZOPACAS emana destes pilares. Para a arquitetura
do trabalho, este se divide em três partes, na qual a primeira apresentara o conceito de ZOPACAS e a importância do mesmo, posteriormente na segunda parte, se apresentara
as perspectivas de Alfred Tayer Mahan e de Barry Posen, para a aplicabilidade teórica na projeção de poder para por fim, na terceira parte, analisar se é uma projeção de poder na
região do Atlântico Sul ou apenas cooperação estratégica.

ABSTRACT

This paper analyzes the role of Brazil in the Peace Zone and South Atlantic (ZPCSA) Cooperation for observing national interests in the South Atlantic The work had based on
the narrowing of the coastal countries of the South Atlantic in the last ten years, based on National Defense Strategy (END), the Defense White Paper (LBDN) and the National
Defense Policy (NDP). Aiming to establish a non-militarized zone by foreign states and nuclear non-proliferation, addition of non-state security threats, ZPCSA emanates from
these pillars. For the architecture of the work, it is divided into three parts, in which the first had introduced the concept of ZPCSA and the importance of it later in the second half, had
presented the prospects of Alfred Mahan Tayer and Barry Posen, for theoretical applicability power projection to finally, in the third part, examine whether it is a projection
of power in the South Atlantic region or just strategic cooperation.
