A AVALIAÇÃO AMBIENTAL ESTRATÉGICA E SUA APLICABILIDADE NO CENÁRIO INTERNACIONAL: AS BASES CONCEITUAIS E AS NOÇÕES GERAIS SOBRE AS EXPERIÊNCIAS EXTERIORES COM O PROCESSO SISTEMÁTICO ESTRATÉGICO

RESUMO

A presente pesquisa tem como objeto a análise da Avaliação Ambiental Estratégica -AAE e os aspectos gerais de sua experiência internacional. A investigação direciona-se na busca de um meio ambiente ecologicamente equilibrado através da utilização de instrumento adequado tal qual a Avaliação Ambiental Estratégica, compreendendo como o processo sistemático estratégico vem sendo abordado no cenário global. Por esta análise, o objetivo é analisar a Avaliação Ambiental Estratégica no contexto internacional, firmando um apanhado geral que demonstre qual a ingerência do instituto. Justifica-se o estudo diante das próprias e específicas particularidades que compõe a aplicabilidade da Avaliação Ambiental Estratégica na consecução da Sustentabilidade. Para alcançar tal enfoque, a pesquisa foi dividida em três momentos. No primeiro, tratou-se das bases conceituais da Avaliação Ambiental Estratégica. Na segunda etapa, estudaram-se os princípios, métodos, condições e requisitos que compreendem o processo estratégico da AAE. Por fim, o terceiro momento compreendeu-se os aspectos gerais da Avaliação Ambiental Estratégica com sua experiência internacional. Percebe-se, diante do estudo acurado, que a Avaliação Ambiental Estratégica consiste em instituto que abarca forte e crescente ingerência em todo o cenário internacional, processo o qual vem sendo aplicado na atualidade e implica em grande importância para que a tomada de decisão seja preventivamente estratégica em prol do meio ambiente equilibrado e da sustentabilidade. Quanto à Metodologia, foi utilizada a base lógica Indutiva por meio da pesquisa bibliográfica a ser utilizada no desenvolvimento da pesquisa, compreende o método cartesiano quanto à coleta de dados e no relatório final o método indutivo com as técnicas do referente, da categoria, dos conceitos operacionais, da pesquisa bibliográfica e do fichamento.

ABSTRACT

This research has the object of analyzing the Strategic Environmental Assessment -AAE and general aspects of their international experience. The investigation directs itself to the search for ecologically balanced environment through the use of appropriate instrument like the Strategic Environmental Assessment, seeking to understand the how strategic systematic process has been discussed in the global scenario. The goal is to analyze the strategic environmental assessment in the international context, establishing an overview in order to identify the interference of the institute. The Justification for the study lies on the particular and specific characteristics compose the applicability of the Strategic Environmental Assessment in achieving sustainability. To achieve the referred approach, the research has been divided into three stages. In the first, it dealt with the conceptual basis of the Strategic Environmental Assessment. In the second stage, the principles, methods, conditions and requirements that comprise the strategic process of SEA were studied. Finally, in the third moment it was possible to understand the general aspects of the Strategic Environmental Assessment with its international experience. It is clear, on the careful study, that Strategic Environmental Assessment is consists of an institute which encompasses strong and growing interference throughout the international scene, a process which has been applied nowadays and implies great importance so that decision-making be previously strategic in favor of balanced environment and sustainability. As for methodology, rationale Inductive has been used, through the literature review to be used in the research, comprises the Cartesian method as for data collection and, in the final report, the inductive method with the techniques of the referent category, operational concepts, the literature review and the book report.
