O CONTROLE SOCIAL COMO INSTRUMENTO DE DEFESA DA DEMOCRACIA

A atuação da cidadania, fortalecida por meio do Princípio da Participação Popular, é definida como um direito e dever de todos os cidadãos. Busca-se, portanto, como corolário da concepção de Estado Democrático de Direito, analisar e aprofundar os institutos que fundam o controle social, tendo como fundamento precípuo evidenciar a forma como o Poder Público pode incentivar esta prática e o envolvimento da sociedade. Percebe-se que existe um transcurso ainda em elaboração e aprimoramento e, também, muito complexo, subordinado ao nexo presente no poder que se estabelece interiormente na sociedade e a sua correlação com os meios de participação dos agentes sociais através da sua representatividade com distintos objetivos. Dessa forma, as conjunturas institucionais advindas desse processo, requerem especial atenção, visto que, entendem-se como um meio de respostas à democratização das políticas públicas na ampliação do controle social ante as tomadas de decisões governamentais. O presente estudo, por conseguinte, objetiva a pesquisa acerca da participação social, ressaltando a importância do instituto da transparência da gestão pública brasileira, em prol da efetividade da aplicação dos instrumentos de implementação do controle social.

ABSTRACT

The exercise of citizenship, strengthened through the Principle of Popular Participation, is defined as the right and duty of all citizens. As a corollary of the conception of the Democratic State of Law, it is sought to analyze the institutes that found social control, with the main aspect being to show how the Public Power can encourage this practice and the involvement of society. It is perceived that there is a process still under construction as to the power that is established both within society and the State, being also related to the conditions of participation and the diversity of actors that represent different interests regarding access to information and Control of public management. Thus, it is required, from the government agencies, special attention, in response to this process, regarding the incentive and expansion of social control, since it is necessary to implement actions aimed at the democratization of public policies. The present study, therefore, aims at research on social participation, highlighting the importance of the institute of transparency in Brazilian public management, for the effectiveness of the democratic-citizen instrument of social control.
