Segurança coletiva e regimes de segurança

RESUMO

Este artigo pretende analisar a evolução do conceito de segurança coletiva e do que é denominado regime de segurança, ilustrando de que forma esses conceitos são reflexos do que foi observado desde sua primeira experiência, o Concerto Europeu, ao que atualmente se encontra na Organização das Nações Unidas, no antes e no pós-guerra fria. Dessa forma, objetiva-se demonstrar que não há um consenso entre os autores do que significa a segurança coletiva, apresentando cada corrente teórica um diferente entendimento sobre o assunto.

ABSTRACT

This paper aims to analyse the evolution of the collective security concept, and of what is named security regimes, illustrating how these concepts are reflections of what is observed since the first experience, the European Concert, to what today we meet in the United Nation Organization, during and in the post-cold war. Then, we aim to demonstrate that there is no consensus between the authors of the significance of Collective Security, presenting, each theoretical approach, a different explanation about the subject.
