O processo de tomada de decisão no conselho de segurança

RESUMO

Este artigo se propõe a analisar a tomada de decisão do Conselho de Segurança da Organização das Nações Unidas tendo por base a teoriainstitucionalista das Relações Internacionais. Dessa forma, procura-se ressaltar a importância das instituições internacionais no estabelecimento da cooperação entre os Estados, conforme demonstrado por Robert O. Keohane, em seu livro After hegemony (1984) e por Lisa Martin, em se artigo intitulado  Interests, power and multilateralism  (1992). A segunda parte deste artigo busca analisar diretamente o processo de tomada de decisão do Conselho de Segurança, com base em seu aparato institucional e nos princípios da organização, explicitados na Carta das Nações Unidas. Assim, levam-se em consideração as questões de poder de veto e de voto e, em alguns aspectos, a questão da “legitimidade” do órgão.

ABSTRACT

This paper aims to analyse the decision-making process of the United Nations Security Council based on the Institutionalist theory of the International Relations. Through that it aims to reassure the importance of international institutions on the establishment of the cooperation among states as shown by Robert O. Keohane (1984) in his book After hegemony and by Lisa Martin (1992) in her article named Interests, power and multilateralism. The second part of this article seeks to analyse specifically the decision-making process of the United Nations Security Council from its institutional apparatus and from the organization’s principles stated in the United Nations Charter. This way, some considerations on veto’s and vote’s power as well as on the body’s legitimacy shall be considered.
